I've seen that before.... Somewhere... Maybe parts from a Saab... Seems like that was the vehicle. Man... I must have worked on a million different makes and models back in my car audio days... I am CERTAIN, I have worked under a column built with a latch like that...

Suburu... Mazda RX7? I remember the MR2 Having a shorty Tilt that was Spring loaded as well... Check into that one.

Of course all of it before the strip and modification... I found a couple of MR2 Colums on the Google search and they "could" be what's used there...

Yeah... I felt the Small import thing... The actuator handle is the unique part. Due to pretty strict laws all over the world, Tilt Steering required 2 hands to activate for a long time, They didn't want people trying to adjust steering angles while at speed in many countries in Europe. That Quick release latch is VERY similar to that MR2 section once stripped down. It is also spring loaded to raise up when the latch is actuated..
