Default Chasing electrical gremlin

Help chasing electrical gremlin
Im having a problem with my running lights/turn signals. When the headlights/running lights are off, the front turn signals work well. However, when the running light are turned on, both the blinkers and the turn signals dim and the flash. The rear blinkers work correctly. I understand this may be a bad ground. I have cleaned all of the grounds I can find and have checked the fuses. I am hoping someone can help me narrow down the issue or further trouble shoot. Here are the symptoms.

Headlights off/Running lights off- blinkers work correctly.

Headlights off/ Running lights on- the running lights are on but dim, both turn signals are dimly lit as well with blinker off, with blinker on all 4 lights dimly blink

Headlights on/running lights on - Headlights work properly, both on low beam and high beam. blinkers and running lights operate exactly as above.

Not sure how the circuits work in these things, but could I cut the ground wires for the turn signals and blinkers and wire to a known good ground? Any ideas how I should proceed?

You could have an incorrect bulb installed feeding back. To check your grounds just take a wire from the negative terminal and attach it to the suspect ground. No need to cut any wire yet. What are you working on?
